I would like to setup a rule that checks the walls type mark against the height, so for example if wall type = W3A, height should = 8'-10" or if wall type = W3B, height should be connected to next level, etc.

Take a look at this file, it gives you the results you are asking for
here
For the Wall issue, the way to accomplish this is to do separate Element Parameter Requirements checks for each Wall Type Mark.
A “W3A” check which looks at the Unconnected Height parameter to see the height.
A “W3B” check which looks at the Upper Level parameter to see IF there is an element assigned (unfortunately we can’t validate that it’s the NEXT level – only that there’s a level assigned to it).
